Riley was killed on February 22 by Jose Antonio Ibarra, a Venezuelan national who entered the United States illegally in 2022 and was arrested in New York City until his release. Only 37 House Democrats voted in favor of passing the bill, compared to 214 Republicans, and 11 did not vote. The bill was sponsored by Republican Rep. Mike Collins of Georgia, who represents the district where the incident occurred.
It remains unclear whether the Democratic-led Senate will take up the bill. Senate Majority Leader Chuck Schumer and the White House did not respond to requests for comment.
