The US economy may have been stagnant for years, but the latest figures show that Sedona City staff are still receiving pay raises.
The number of city staff members making more than $100,000 a year has increased from 24 to 27 from 2024 in 2024, from 2023 to 20 and 17 in 2022, but the number of city staff making more than $100,000 from 15 last year has increased from 23.
Sedona’s FY25 budget was granted 189 full-time equivalent staff positions, up 4.4% from fiscal year 2024, paying a salary of $14,027,312, up 9.6% from fiscal year 2024, and up 50.7% from fiscal year 2024. 24.8% from FY24. With the exception of new recruits this year, new additions to Sedona’s $100,000-plus salary this year were urban lawyer Monique Cody, Wastewater Regulation Compliance expert Kelly Huntzel, Planner Cynthia Lovely and three police sergeants.

- Sandra Phillips, assistant director of public works: $128,339. Increased by 4%.
- Human Resources Manager Russ Martin: $125,840. An increase of 3.8%.
- Transit Administrator Amber Wagner: $120,000. Newcomer in 2025. Previous administrator Robert Weber was paid $119,303 in 2024.
- Communications Manager Lauren Brown: $117,096. Increased by 6.5%.

23 staff members who won more than $100,000 in 25% of the city’s budget’s previous profit wage bill, earning accounts ranging from $80,000 to $100,000, up 14.9% from 11.4% in 2024.
A typical salary increase for staff over $100,000 was 5.5%. According to the Bureau of Labor Statistics, the real average hourly profit margin rose 1.4% nationwide from 2024 to 2025, and the inflation rate from February 2024 to February 2025 was 2.8% per US Department of Labor.
The minimum wage in Arizona is $14.70 per hour. Sedona’s median personal income is $33,284, with median income being $58,901. As of March 2025, the city has employed 157 full-time staff, up from 149 in March 2024 to 141 in March 2023.
The mayor, magistrate judge and city counsel are employed directly by Sedona City Council.
