A recent study by the Daily Caller News Foundation reveals that a man who has drawn police scrutiny for abusing 21 children in the U.S. previously held a significant position in the Chinese government for over two decades, particularly in a region central to ongoing allegations of genocide by a communist regime.
In May 2025, authorities in Arcadia, California apprehended 65-year-old Xuan Guojun and his 38-year-old wife, Sylvia Chang. Reports indicate that police scrutinized security footage from their expansive $4 million mansion and allegedly uncovered evidence of verbal and physical abuse by their nanny, Lee Chin Mae, aged 56, against the children.
So far, Xuan and Chang have not faced charges, as Arcadia police confirmed to DCNF. However, the children have been removed from their custody, and the investigation now involves the FBI. They’re looking into the couple and their former business, Mark Surrogacy Investments LLC.
The full extent of Xuan’s alleged surrogacy operations remains unclear. Translated reports from Chinese state media suggest he held multiple roles within the government.
Sari Hudayar, the Minister of Foreign Affairs for the exiled East Turkestan government, commented on the grim situation, stating, “Millions of Uighurs and other Turks were torn from their families, sent to concentration camps, psychologically destroyed, tortured, or killed.” He firmly stated, “Their hands are completely stained with the blood of Uyghur and other Turkish people,” calling for accountability.
Back in January 2021, Secretary of State Mike Pompeo determined that the Chinese government was committing genocide against Uighurs and other minority groups.
Attempts to reach Xuan, Chang, and Li for comment were unsuccessful.
“Repression and bloodshed”
Reports from Chinese and state media identified Xuan as president of both the Urumqi Municipal People’s Congress and the Xuar People’s Congress. Representative Chris Smith from New Jersey remarked that the history of the Chinese Communist Party (CCP) in this region is marked by oppression and violence, tracing back to Mao Zedong’s forced annexation of East Turkestan in 1949.
Xuan’s political career in Urumqi Municipal People’s Congress dates back to 1997. A 2012 interview published by a Chinese media outlet referred to him as the representative of the Xuar People’s Congress and the “General Secretary” of Xinjiang Chuang Da Refrigeration Co. Ltd., which deals in frozen foods.
By 2008, Xuan had also joined the Xuar People’s Congress, all while serving in his role at the Municipal Congress. Both institutions function as subsidiary councils of China’s National Congress, effectively acting as a rubber-stamp parliament for the CCP.
By 2012, he had submitted over 200 proposals across both legislative bodies, a number reported to be the highest. Reflecting on his role in governance, Xuan once humorously noted his penchant for meddling in others’ affairs.
Hudayar criticized the legitimacy of Xuan’s political role, asserting that anyone serving in these assemblies during his tenure was complicit in genocide. He pointed to seven regulations enacted by the Xuar People’s Congress between 2008 and 2012 that support the ongoing genocidal policies. These regulations foster ethnic unification, impose social order, and promote reproductive controls, contributing to the systemic targeting of Uighur identity and the expansion of state surveillance.
It appears the Chinese government has made substantial efforts to recruit loyalists for sensitive political roles like that in the Xuar People’s Assembly. These representatives have been known to strictly enforce laws that align with the CCP’s agenda regarding demographic management.
Hudayar cited specific population regulations as evidence of laws that Xuan purportedly supported, laws that have led to forced abortions and sterilizations affecting millions of Uighurs.
“We need to investigate.”
Xuan is also actively involved in various organizations associated with the CCP, including the United Front Work Division (UFWD), which collaborates with Chinese law enforcement. Between 2019 and 2023, he has held multiple executive roles in several affiliated commerce associations, including the California-based US Xinjiang Chamber of Commerce.
Hudayar stressed that individuals associated with the Chinese government’s unified front should be thoroughly investigated by federal authorities, adding, “Anyone who has a unified front tie with this kind of Chinese government must be investigated by the FBI and prosecuted thoroughly by the Department of Justice.”
