California Legislature Staff Files Lawsuit
A recently dismissed California Legislature staff member has initiated a lawsuit against Assembly Speaker Robert Rivas, claiming that he and his brother, Rick, retaliated against her after she reported allegations of sexual harassment and ethics violations.
The former spokesman, Cynthia Moreno, filed her lawsuit in Sacramento County Superior Court on Tuesday. In May 2024, she had lodged a sexual harassment complaint against a coworker, which she alleges led to losing “critical work liability” responsibilities.
Earlier this year, Moreno also filed a complaint with the workplace behavioral force, addressing inappropriate conduct by legislative staff. She suggested in her lawsuit that Rick Rivas, who is associated with a nonprofit and political action committee, had used funds to sway legislative discussions.
In retaliation, according to Moreno, Rick Rivas leveraged his influence to block her tenure-related pay raises and ultimately led to her termination.
Rick Rivas serves as a vice president in California and acts as a political advisor for his brothers. He has not yet responded to requests for comments via email.
Elizabeth Ashford, a spokesperson for Robert Rivas, stated that neither of the Rivas brothers had any involvement in Moreno’s employment situation, asserting that the lawmakers “distanced themselves from all issues related to Moreno’s firing.”
Ashford further criticized the lawsuit, saying, “The extensive conspiracy theory in this filing is completely unfounded. The court will recognize it as merely an attempt by a former employee to obtain financial compensation.”
According to Chief Executive Lea Lopez, Moreno was suspended in August after allegations of sexual harassment were brought against her, which she adamantly denies.
Moreno is seeking compensation for lost wages and benefits, opportunities, and damage to her professional reputation. Additionally, she has requested a public apology regarding the sexual harassment claims made against her, along with accusations against Robert Rivas and Rick Rivas for reporting what she describes as illegal and unethical behavior.
