Top grades? Phoenix is perhaps unsurprising as it is Arizona’s largest urban area. The rest of the list is all over the place, but distinctly western. Las Vegas is his second place, followed by Riverside, CA, Prescott, Los Angeles, Flagstaff, St. George, Utah, Dallas, Sacramento, CA and Tucson.
