Senator Katie Britt’s Push for Affordable Housing

U.S. Senator Katie Britt, representing Montgomery, is striving to reinvigorate the concept of the American Dream, which seems increasingly elusive for many. The average age of first-time homeowners has climbed to 38, a significant jump from the late 20s seen in the 1980s.

Britt has prioritized this issue in her legislative agenda, focusing on essential aspects of homeownership. Through her position as chairman of the Senate Housing, Transport, and Community Development Subcommittee, she is urging the federal housing finance agency, FHFA, to explore ways to expand affordable housing options and facilitate homeownership.

This initiative seeks a modernized approach to home construction, as Britt takes the lead in collaborating with FHFA and industry leaders to develop what she defines as practical solutions. One such solution recently introduced involves Fannie Mae and Freddie Mac, which have played essential roles in the U.S. housing finance system since their establishment in the late 1930s and early 1970s.

Fannie Mae and Freddie Mac are set to enhance their ChooseHome and MH Advantage Finance programs by incorporating CrossMod Homes—offsite homes that resemble and perform like traditional residential properties. This program aims to boost the housing supply, making it easier for Americans to achieve homeownership through innovative financing options.

“Under the previous administration, the goal was to improve access to affordable housing and expand the housing supply in our nation,” said FHFA director Bill Palt during the announcement.

He added, “Homes constructed in modern single-section factories can provide high-quality alternatives at more affordable prices. The expansion of Freddie Mac’s ChoiceHome program will help more Americans find homes in the traditional mortgage market.”

The initiative will see increased production of single-section CrossMod homes, and industry stakeholders like Clayton, which has a significant presence in Alabama, have lauded Britt’s efforts to make homes more accessible through creative solutions.

Single-section CrossMod homes have gained traction in recent years as legislators search for ways to address what many call a housing crisis. Their factory-constructed design simplifies the building process, reduces costs, and maintains high standards of quality and design.

“It’s clear we are grappling with a housing affordability crisis,” noted Senator Britt. “Our responsibility is to discover inventive and financially sound methods to address this challenge. I’m proud to advocate for solutions like this enhancement of the ChoiceHome and MH Advantage programs.”

Earlier this summer, as part of the Senate Banking Committee, Britt voted to advance a bipartisan housing bill known as the Housing Act of 2025. She believes this comprehensive housing package takes significant steps toward improving access to affordable housing for Americans, enhancing the supply, and streamlining federal oversight of housing programs.
