City of Lubbock Names Bragg Director of Traffic Management
Last week, the city of Lubbock announced the promotion of PE’s David Bragg to director of traffic management. A former city traffic engineer, Bragg has been with the city of Lubbock since 2006.
In his new role, Mr. Bragg will continue to use his expertise as a member of the Metropolitan Planning Organization’s Transportation Advisory Board to lead the city’s fiber optic infrastructure team and develop the strategies that the team will implement.
“I have no doubt that David will continue to represent the City of Lubbock and shine as Director of Transportation Management,” said Wood Franklin, Director of Public Works.
Bragg started his new role on Monday.
City of Plainview Promotes Weems to Director of Public Works
The Plainview City Council voted Tuesday night to promote Neil Weems to the position of Director of Public Works for the City of Plainview.
Weems managed environmental compliance for the City of Lubbock’s water and wastewater services for more than 18 years before becoming Deputy Commissioner of Public Works for the City of Plainview in September 2021.
Weems holds a Bachelor of Science degree in Environmental Science from Lubbock Christian University and a Class A Wastewater Treatment Operator License. He is also a certified instructor with the Texas Water Utilities Association and a member of the Texas Tech University Institutional Biosafety Committee.
He is married to Camie and has two daughters, a son, a step-son and a grandson.
Plainview City Manager Jeffrey Snyder said: “This is a well-deserved promotion and we appreciate his services.”
Stewart was promoted to director of the Lubbock Public Library
Hannah Stewart began serving as director of the Lubbock Public Library on Wednesday, the city of Lubbock recently announced.
Stewart was promoted to Director of Library Systems after serving as Chapter President of the Groves Library and Interim Chapter President of the Godeke Library.
Stewart holds a Master’s degree in English from Weyland Baptist College and a Master’s degree in Library and Information Science from Kent State University.
Stewart began his librarianship with the Lubbock Public Library System and recently returned to Lubbock after serving as Assistant Director of the Billings Public Library in Montana. Prior to his assignment in Montana, he was the Youth Services Manager at the Yuma County Library District in Arizona.
“Libraries play an important role in our society by providing equal learning opportunities and resources for users of all walks of life,” Stewart said. “I look forward to serving the Lubbock community in this capacity and looking forward to the opportunity to work together to guide the library system to meet current needs and deliver evolving services in the future.”
Herrick Named CFO of Lubbock Christian University
Lubbock Christian University announced last week that Lori Herrick will serve as the university’s new chief financial officer.
Herrick came to LCU from Abilene. She most recently served as Vice President for Finance at Christian College in Abilene. A native of Furiona, Lori returned to South Plains to take on her role as LCU’s CFO, as well as a role as part of his team of university leadership.
Herrick has been involved in higher education finance since 2013 and is also Director of Financial Aid at McMurry University and Director of Student Financial Services at ACU. Before he entered higher education, he served as a CPA for 14 years. Herrick continues to maintain his credentials as a CPA and Certified Fraud Examiner.

As the university’s CFO, Herrick will work directly with McDowell and lead all of the institution’s financial operations, including the development of short- and long-term financial and operational strategies to meet challenging trends in higher education. As a senior member of her leadership team, she will assist McDowell in the institution’s active financial management. System responsibilities include budgeting, accounting, and reporting of all operations. Investment in operating funds and donations. Financial supervision of capital projects.

He has demonstrated educational excellence over the years and I am delighted to be a part of the great work the Lord has in store for the future of LCU.”
Herrick will become CFO on April 19th.
