The Forest Service was to issue seven special permits to allow guided hiking, biking, jeep tours and rock climbing in the Flagstaff Ranger Area. This is nearly a million acres of Forest Service land around the city.
Flagstaff Mayor Becky Daggett opposed the plan. In a January letter, she warned of possible “catastrophic consequences” for the city. And she said federal law enforcement is too short to manage it effectively.
Federal agencies said they received more than 200 statements during the public comment period.
