Santa Cruz County Sheriff David Hathaway warned the end of last week he planned arrest Ducey’s workers committed illegal dumping when they continued to stack shipping containers in his county past neighboring Cochise county.

“When we saw containers moving from neighboring counties into Santa Cruz County, sheriffs aggressively said they weren’t allowed to set up or lay down containers,” Castillo said. “It was kind of a message before it happened. We realized it was miles away.”
