EXCLUSIVE: Online Network Run By Chinese ‘Cyber Police’ Agent Promotes Prostitution, Sex Trafficking In The US

A months-long investigation by the Daily Caller News Foundation also found that Telegram channels used by Chinese nationals to illegally migrate to the United States may also be facilitating prostitution and sex trafficking.

The “American Independent Tourism Channel” on Telegram is one such channel facilitating illegal Chinese immigration into the United States, serving as a hub for documents detailing gaps in the border wall and procedures for obtaining asylum, the DCNF recently reported. The channel, which has 8,000 members, is controlled by self-described Chinese “cyber police” agents who regularly ban accounts critical of the Chinese Communist Party (CCP).

The DCNF discovered the Telegram channel after analyzing the contents of a cell phone left behind by an illegal Chinese immigrant near the California-Mexico border.

A review of hundreds of Chinese-language posts on Telegram channels found multiple accounts advertising prostitutes, primarily working in California. Most of the posts translated by the DCNF described the advertised prostitutes as illegal immigrants from China.

Similarly, several prominent accounts on Telegram channels claim to be associated with so-called “snakeheads,” which means human traffickers in Chinese. according to To U.S. Immigration and Customs Enforcement.

The DCNF also discovered accounts using the Telegram channel to hire illegal Chinese immigrants for massage parlors, which also appear to advertise on various escort websites. The DCNF has reached out to and visited several Los Angeles-area businesses mentioned in the Telegram channel's posts, but questions remain about the exact nature of these businesses.

“Nail salons and massage parlors have been used as fronts for money laundering and sex trafficking by Chinese nationals and groups with ties to the Chinese Communist Party,” Ammon Blair, a former Border Patrol agent and Army veteran, told DCNF.

“[The CCP uses] “They use drugs and sex to weaken their targets while at the same time reaping huge illegal profits to fund other nefarious activities,” said Blair, a senior fellow at the Texas Public Policy Foundation.

According to the federal government, the United States has seen a 1,100% increase in illegal Chinese immigrants since fiscal year 2022. Moreover, according to data from Customs and Border Protection, the majority of the more than 55,000 illegal Chinese immigrants encountered by U.S. authorities so far in 2024 are single adults.

“The Chinese Communist Party is corrupt and self-serving,” Republican Sen. Marco Rubio of Florida told DCNF. “The party and its officials facilitate sex trafficking and labor trafficking around the world to advance the administration's objectives.”

“The scope of Beijing's efforts is broad and the Biden administration must do more to counter the threats,” Rubio said.

“All from illegal immigrant women.”

One of the most active accounts promoting prostitution on the American Self-Guided Tour Channel goes by the name “@sungou999.” The account regularly expresses pro-Chinese Communist Party views and also serves as an administrator for an associated Telegram group with the same name and cover image and 2,000 members.

@sungou999's posts, mostly in Chinese, revealed that the account primarily advertises for prostitutes and sex-selling businesses in the Monterey Park neighborhood, a city north of Los Angeles that has become a hotbed of illegal Chinese immigration.

In one example, @sungou999 posted several images of Asian women on May 11, 2024. Under one of the photos, he wrote, “Los Angeles hookers.”

“How much does it cost to have sex with this scum?” another account asked @sungou999.

“140,” @sungou999 replied.

In a related Telegram message, @sungou999 posted what appeared to be an image of one of the prostitutes engaged in a sexual act.

“The price for a massage by a Chinese girl has dropped to $100 and now includes sex,” @sungou999 wrote above the image.

On the same day, @sungou999 posted several photos of a nude Asian woman lying on a bed in a room lit with pink lighting.

“A lot of illegal immigrant women are doing this now. In the picture below, members of the group spend $80 to experience love at Fatty Dinh Plaza,” @sungou999 wrote above the photo, referring to the nickname of the Monterey Park shopping mall. DCNF found dozens of other posts and documents in the Telegram channel that mention the mall, which appears to have become a popular meeting place for Chinese illegal immigrants seeking work and other services.

The DCNF sent a message to @sungou999 using a pseudonym, asking about the identity of the woman in the photo.

“For $50 I'll give you my contact information,” he replied. “If you're not satisfied, I'll give you your money back.”

In addition to advertising prostitutes, @sungou999 also advertises several massage parlours where prostitution is allegedly taking place.

For example, on June 4, 2024, the account shared the address of a massage parlor in El Monte, California.

“All services at this massage parlour are provided by illegal immigrant women,” @sungou999 wrote in the post, adding: “Blowjob 100, Handjob 60, Sex 140.”

The DCNF matched the address in @sungou999's post to an address listed on the website of a massage parlor in El Monte, California. The DCNF contacted the massage parlor via anonymous text message asking whether its services included the sexual acts described in @sungou999's Telegram post.

“It's $50 for an hour-long full-body massage,” the representative replied, giving me the address of the El Monte location. “Come on in and talk to us.”

“Illegal activity”

The DCNF also found accounts on Telegram channels soliciting massage parlours that were also listed on websites for escort services. The DCNF matched contact information for more than a half-dozen massage parlours in California with advertisements on escort websites including the American Self-Guided Tour Channel, Skip The Games, Rub Maps and Scarlet Amour.

One such advertisement was posted on a Telegram channel on February 20, 2024.

“Looking for part time female masseuse,” the post read. “1 hour drive from San Jose.”

The phone number listed in the Telegram recruitment post was also listed in multiple advertisements for escort websites, including Skip The Games, which describes itself as “the world's most popular adult site for finding escorts and providers near you.”

The DCNF visited several Los Angeles massage parlors mentioned in the Telegram channel and repeatedly observed young Asian women in the storefronts appearing to sell themselves to potential customers standing outside.

Accounts in the Telegram channel, including @sungou999, claim that illegal Chinese immigrant women work as prostitutes in some of these massage parlours.

Blair of the Texas Public Policy Foundation said some nail salons and massage parlours “operate as cash businesses, laundering funds from illegal activities and trafficking women into forced sexual services.”

“Snakehead”

Several accounts on the American Self-Guided Tour Channel, including @sungou999, also identify themselves as “snakeheads” or associated with human traffickers.

“I'm so happy to share this industry,” @sungou999 posted on his Telegram channel on March 28, 2024.

“Be a snakehead. There's nothing shameful about this job,” he continued, adding, “The whole California Border Patrol knows my big group.”

An investigation into @sungou999's posts also found allegations that one of his uncles made $900,000 as a snakehead who smuggled 15 illegal Chinese immigrants into the US.

It is unclear what stance @sungou999 takes against Chinese human trafficking rings, but the DCNF found that the account advertises paid “consulting” services on how to immigrate illegally to the United States.

The account claims to make $9,000 a month in consulting fees, but the post says that on at least one occasion he waived his fees in exchange for sex with an illegal Chinese immigrant woman.

Tennessee Republican Sen. Marsha Blackburn told the DCNF that Chinese human and sex traffickers “are in it because it's profitable,” adding that human trafficking has grown into a “$150 billion a year global business.”

“You're looking at organizations that don't have our values,” Blackburn said, “and they're engaging in evil activities like trafficking women and children.”

Chinese human traffickers “target [Chinese] The State Department warns that “men, women, and children are victims of forced labor and sex trafficking in more than 80 countries.” Warned 2023.

While the number of victims of sex trafficking by illegal Chinese immigrants is unknown, Blackburn said there has been a “consistent increase over the past three years,” pointing to an “8,000 percent increase” in illegal Chinese immigration in recent years and calling it a “national security concern.”

However, Republican Rep. Dan Bishop of North Carolina told the DCNF that the actual number of illegal Chinese immigrants is likely much higher than the figures reported by the federal government.

“If you look at the overall illegal immigration of Chinese nationals into the country, the absolute numbers are much higher,” Bishop said.

In May 2024, Bishop chaired a hearing of the House Homeland Security Committee's Oversight Subcommittee on the unprecedented surge in illegal Chinese immigration the United States has experienced since President Joe Biden took office.

The hearing comes in the wake of a January 2024 DCNF investigation that revealed emails showing the Biden administration has significantly streamlined the vetting process for Chinese illegal immigrants, reducing the number of interview questions Border Patrol agents must ask from roughly 40 to just five.

“This is a shocking and inexplicable development,” Bishop said.
