DOGE Executive Order Asks Agency Employees To Justify Their Existence

President Donald Trump on Tuesday ordered federal agencies to demonstrate legal need for employee roles, eliminating the position that Elon Musk’s Department of Government Efficiency (DOGE) is deemed unnecessary granted widespread new authority to do so.

Presidential Order The agency will require the workforce to be defended from eviction or integration, while the department will restrict the employ of only one new employee for every four leaving. They also oversee what orders call “mass reductions” by creating “Doge Team Lead” positions within each agency and identifying features that are not required by law. “The agency plans for large scale reductions and decide which agents (or the agency itself) can be eliminated or combined.

The order expands Trump’s previous workforce cut efforts. This includes a federal employment freeze, providing eight months of paid leave to resigning employees. The collaboration with “Team Lead” appears to have evolved from establishing Doge’s order, reprinting the Obama administration’s US Digital Services (USDS) with the US Doge Services.

Military and agency employees deemed necessary for national security, immigration enforcement or law enforcement will be exempt from the order.

“What does democracy actually mean when it’s a bureaucrat in charge?” Musk said he stood by the president and signed the order in an oval office.

“It’s not in line with the will of people, so it’s just something we have to fix,” he added.

Doge has already effectively dismantled the US International Development Agency, and is currently targeting similar cuts by the Department of Education and the Department of Defense. Doge faces multiple legal challenges from civil servants unions over acquisition programs and workforce reduction efforts, and a federal judge on Monday extended a deadline for employees to accept Trump’s offers.
