And while the cost of buying and maintaining an e-bike is much lower than the cost of owning a car, not everyone can afford it. A basic e-bike usually sells between $1,000 and he $2,000. It’s even higher if you’re looking to carry a child or other valuable cargo without breaking a sweat.
In response to growing interest in e-bikes, the California Air Resources Board (carbohydrates) is preparing to launch an e-bike incentive program.
Lisa Macumber, who leads CARB’s Equitable Mobility Incentives branch, said: “This is real progress towards our air quality and climate change goals. [and] Find ways to keep the roads free of cars by finding ways to help individuals get to and from grocery stores and local places.
CARB’s current offer is to offer a POS incentive (different from a rebate) for $1,000 off a standard e-bike and an additional $750 off a larger cargo, adaptive, or recumbent bike.
Equity-based programs are limited to state residents with a household income of 300% or less of the federal poverty line. For a family of four, that works out to about $83,000.
There are some additional eligibility requirements and priority criteria, and applications are “accepted on a first-come, first-served basis.” Recent presentations from CARB.
The state has allocated $13 million as a one-time expenditure for this program. Further funding to continue or expand the program is up to the state’s budget, he said, Macumber.

The project was originally scheduled to start in the first quarter of 2023, but CARB officials told me this week that it has been pushed back to the second quarter.

Many of the low-income communities that benefit from this program are also the most dangerous for people to walk or bike.
