Senate GOP leadership released a budget blueprint Wednesday afternoon to promote President Donald Trump’s first-year legislative priorities.

Congressional Republicans are trying to enact the president’s legislative agenda through a process known as budget settlements that allow Senate Republicans to bypass filibusters by simple majority votes and bypass advancement laws. The passage of budgetary resolutions by both chambers unlocks large tax and expenditure bills covering many of the president’s legislative priorities, including border security funds, defense spending and changes to federal energy policy.
Senate majority leader John Tune praised the release of Wednesday’s budget resolution, tweeting that the home and Senate Republicans are united in writing upcoming budget bills that will advance Trump’s agenda.

The budget resolution will provide, among other things, the House and Senate Committees with different deficits and spending targets that need to be settled to pass the cleaning tax and spending bill later this year.
The Senate GOP leadership argues that the low setting of spending reduction beds gives maximum flexibility in the upper chamber and ensures compliance with the budget adjustment process. The resolution directs the Senate committee to cut a minimum of $3 billion in federal spending, while giving instructions from the House committee to cut spending by at least $1.5 trillion.
“It’s true that the instructions we give to another committee are responsible for finding those savings — may look a little different,” Thune said Monday on the Senate floor. “But that’s not because they don’t have a common commitment to reducing wasted government spending and saving taxpayers’ dollars. It’s simply a function of the Senate rules.”

The Senate budget resolution could face uncertain acceptance among House conservatives advocating for deep spending cuts. Some House GOP Finance Hawks have also criticised the accounting approach that Senate Republicans used to provide permanent tax relief to Americans, claiming that the current use of political baselines in budget resolutions blurs the impact of the deficit of permanent tax reduction extensions.
The Senate voted Wednesday to unlock the marathon process known as “Voting Lamas,” where senators can propose an unlimited number of budget-related modifications. Unique rules in the settlement process allow Senate Democrats to delay passing budgetary resolutions until they lose the steam vote for the amendment.
