As the Southern State Director for ULA, Heather Wilson has led politically focused consulting for about ten years, focusing on Main Street strategies. Her robust background in strategic consulting and advocacy will be beneficial in her new role.
“I’m eager to contribute to the board and advocate for laws and issues that significantly affect both manufacturing and the economy of the state,” Wilson stated.
Phil Fultz – Chief Operations Officer, ArcelorMittal Calvert
Phil Fultz oversees all operational tasks at the facility, ensuring safety, engineering, and logistics among other responsibilities. He previously held several positions at AK Steel Corporation before joining ArcelorMittal.
“I’m looking forward to collaborating with the Alabama manufacturing board, working closely with John, his team, and my fellow board members. There’s a significant opportunity to bolster Alabama manufacturing and share best practices for growth,” Fultz mentioned.
David Fernandes – Senior Vice President, Mazda Toyota Manufacturing

He brings over 26 years of experience from Toyota, where he has held multiple leadership roles across four manufacturing plants and even faced global challenges in South Africa. He started his Toyota journey in 1998 as a group leader at their West Virginia facility.
“It’s a pleasure to join the Alabama manufacturing board, and I plan to offer insights from my experience managing a large facility in Alabama, representing ‘Team 1’ companies with over 7,500 team members here,” Fernandes commented.
“We’re excited to have Matt, Heather, Phil, and David join the board,” said John Bargagnier, chairman of Manufacturing Alabama. “Their expertise, experience, and connections will be invaluable as we continue to advocate for manufacturing in Alabama and drive innovation. These remarkable leaders will help ensure that our state remains a leader in the manufacturing sector.”
