Concerns Over Mayor’s Residency Raised in Council Meeting

The issue of the mayor’s residency, a topic that’s been circulating on social media and among critics since his election in 2020, came to a head during a recent city council meeting.

Near the conclusion of a two-hour session, council members addressed an anonymous letter reportedly sent from “City Hall.” The letter began by expressing concerns from several citizens about whether the mayor is currently residing in Alexander, which is a requirement under Alabama law.

Citizens have outlined basic apprehensions. While the mayor owns property within the city limits, his primary residence appears to be outside the city, in a county where he spends most nights and holds most of his property.

The letter also requested that Baird provide the current utility bill from Alex City to demonstrate his familiarity with the financial implications of recent sewer charges.

After the letter was read, Baird responded, stating, “I have two homes in Alex City. Both are in Alabama, 35010. One is outside the city’s limits, while the other is within.” He expressed willingness to share the utility bill with anyone who requested it.

This isn’t the first time Baird has faced scrutiny over this matter. The questions began in 2020, and no resolution has been reached yet. Back then, he addressed inquiries via a Facebook post. In June 2020, he wrote that he recognized the need to establish residence within city limits before running for mayor.

He emphasized his ties to the community, mentioning his long-standing residence, work, and involvement with local schools and churches.

However, Alabama law requires voter registration to be linked to a person’s “major residence” rather than just their property or rental agreements.

Baird claims a Homestead exemption for property at 395 Moore Road, which is located outside the city’s boundaries. This exemption, claimed under Alabama law, only requires an affidavit from the person involved.

According to Alabama Code Title 11, there seems to be a significant issue for Baird: “The mayor must be elected by all city voters, must be a city-qualified elector, a city resident, and must reside within city boundaries for at least 90 days prior to submitting the candidate’s statement.”

Baird has served as the Mayor of Alexander City since 2020. He faces competition from Audrey Colvin and Mike Densmore in his upcoming reelection bid, with the city election scheduled for August 26th.
