Bo Offord appointed to head Alabama Medicaid as Stephanie Azar transitions to SEIB.

Beau Orford Appointed as New Alabama Medicaid Agency Commissioner

Governor Kay Ivey announced on Thursday that Beau Orford will take over as the commissioner of the Alabama Medicaid Agency, succeeding Stephanie McGee Hazard, who will become the new CEO of the State Employee Insurance Board (SEIB).

“Stephanie Hazard has had an impressive, prolonged tenure as Alabama’s Medicaid commissioner, effectively managing the state’s public health insurance program for low-income families,” Ivey remarked. “Over the past 13 years, she has skillfully overseen the Medicaid budget and championed the establishment of the Alabama Medicaid Reserve while balancing the budget effectively. We are extremely grateful for her significant contributions.”

After navigating multiple budget cycles and reform initiatives, Hazard is transitioning to lead SEIB, which manages health insurance benefits for state employees.

Offord, who has a long history with the Alabama Medicaid Agency, has been the agency’s deputy and general counsel for the past 15 years. His extensive legal knowledge and experience played a crucial role in his selection.

“Bo Offord has shown a keen interest in leading the Alabama Medicaid Agency for nearly two decades,” Ivey noted. “His expertise is essential as he steps into the role established by Commissioner Hazard. We eagerly anticipate his leadership as he embarks on this new chapter as Medicaid commissioner.”

Orford, who holds degrees from the Thomas Goode Jones School at the University of Alabama and Faulkner University, started his legal career in 2007 and joined the Alabama Medicaid Agency in 2010.

“It is a great honor to be appointed by Governor Ivey to serve as the next commissioner of the Alabama Medicaid Agency,” Orford expressed. “I am truly thankful for this chance to serve the citizens of Alabama. Having worked alongside Commissioner Hazard for 15 years, I have personally seen her professionalism and leadership qualities.”

Orford’s appointment is set to take effect on July 16, 2025.
