Casper man charged with 17 felonies in alleged grooming, child sex abuse case

Casper, Wyoming — The Casper man, who was charged with kidnapping a 14-year-old girl last November, is now indicted in Natrona County on 17 felony counts, including five counts for first-degree minors. Includes cases of sexual abuse.

James Warren Martin, 36, heard the indictment in Natrona County Circuit Court on Friday, December 30, after being extradited from La Paz County, Arizona. A sheriff’s deputy found Martin and the alleged victim just days after his AMBER alert was issued.

Assistant District Attorney Blaine Nelson on Friday asked the court for a $1 million cash-only bond, citing escape risk and danger to public safety, including victims. Set up a security deposit in dollars cash only.

The indictment also contains four counts each of second- and third-degree sexual abuse of a minor and three counts of child sexual exploitation. There is also the felony of obstruction of custody.

Martin is presumed innocent until proven guilty or confesses.

The sexual abuse accusations are said to date back to September 2021. Nelson said Martin’s particular relationship with victims and their families gave him a basic level of access that “turned into inappropriate behavior.” He also said that alcohol may have been a tool for the alleged victim’s apparent “grooming.”

Two witnesses reported observing behavior between them, described as “strange” and “frivolous” respectively, according to affidavits originally filed in support of the charges of obstructing detention. .

Leading up to his disappearance last November, Nelson said Martin suddenly quit his job and ran out of bank accounts.

Nelson said the state believed Martin was heading to Mexico with the alleged victim, and that he changed his hairstyle and clothing to avoid detection.

Five counts of first-degree sexual abuse of a minor carry a maximum penalty of 250 years in prison.
