Charlanna Skaggs Named Deputy Commissioner of Alabama Department of Conservation
Governor Kay Ivey has appointed Charlanna Skaggs as the next vice-committee for the Alabama Department of Conservation and Natural Resources (ADCNR). Skaggs, who has served as general counsel for the ADCNR since 2019, takes over from Edward Pros, who was named the new director of the Alabama Department of Environmental Management in June.
In her new role, Skaggs will collaborate with Conservation Commissioner Chris Blankenship to advance the department’s mission of conserving the state’s natural resources and enhancing outdoor recreational activities. Blankenship expressed his excitement about Skaggs’ appointment in an official statement.
“I have closely collaborated with Charlanna and our Law Section since she joined the department,” stated Blankenship. “She possesses significant experience and valuable skills that will support her new position as vice-committee. We’re currently engaged in numerous exciting conservation projects, and her expertise will be a critical asset for us moving forward.”
Skaggs earned her Juris Doctorate from Cumberland School of Law at Samford University, along with a Bachelor of Arts in English and Literature from Auburn University in Montgomery. Prior to her work with ADCNR, she practiced law in the private sector, first as a partner at Sasser Littleton from 1999 to 2008 and then at Hill Hill Carter Law Firm from 2008 until 2019.

As deputy commissioner, Skaggs will assist the ADCNR commissioner in providing advice to the governor and legislature on managing freshwater fish, wildlife, marine resources, state parks, and other natural assets, according to the department’s website. Additionally, Skaggs will maintain her role as general counsel for ADCNR alongside her new responsibilities.
