De Pere man to be extradited to California in murder case from 1988

GREEN BAY – 62-year-old De Pere faces extradition to California as he faces indictment Cold Case, 34, Fontana, CA.

According to Brown County Jail records and the Fontana Police Department, Kelvin Emmons was taken into custody on March 15 and is expected to be charged with the murder of Angel Martinez on June 8, 1988.

According to the Fontana Police Department,

  • Martinez was reported missing by his wife on June 8, 1988, after failing to meet with the people of Fontana but never arriving.
  • His body was found on June 20, 1988 in La Paz County, Arizona.
  • The case remained unsolved from 1988 until this year, when several forensic examinations led to indictment.
  • Emmons was charged with murder on March 1, 2023 and an arrest warrant was issued.
  • Fontanta police detectives and district attorneys visited De Pere on March 15 and arrested Emmons with the help of the De Pere police.

He is due to be extradited today, according to prison records.
