The Alabama League of Municipalities (ALM) on Friday elected Dothan Mayor Mark Saliba as ALM's new president and Fairhope Mayor Shelley Sullivan as ALM's new vice president.
Vice President Sullivan is serving his first term as Fairhope's Mayor. Prior to running for Mayor, he worked for the City of Fairhope for approximately 17 years and also served as the Director of Government Affairs and Economic Development for Riviera Utilities. Mayor Sullivan serves as a League Board Member for the 1st District.
Saliba served as the league's vice president from 2023 to 2024, served as chair of the league's State and Federal Legislative Committee from 2022 to 2023 and represented the 2nd District on the league's Board of Directors. Saliba was first elected mayor of Dothan in 2017 and was re-elected in 2021. He also serves as president of his family's homebuilding company, Alfred Saliba Corporation.
“I am honored to serve as the next president of the Alabama League of Municipalities and look forward to continuing to educate our members and citizens on the importance of city government,” said President and Mayor Saliba. “Being a member of ALM is like having an additional department that helps run your city or town. From legislative assistance to municipal training and a variety of member programs, the services and activities ALM provides could not be accomplished alone.”
Shelley Sullivan served on the organization's state and federal legislative committees and on the board of directors for the organization's Alabama Rural Fund Corporation.

Vice President Sullivan is serving his first term as Fairhope's Mayor. “I am truly honored to represent the league's membership as vice chairman as we work to create attractive communities that attract business, raise children and create recreational and job opportunities,” said Vice Chairman Sullivan. “I look forward to working with Chairman Sullivan and my local colleagues to make all of our communities a better place for the great citizens of Alabama.”
The group met Friday at the league's 2024 Convention and Expo at the Von Braun Center in Huntsville, Alabama's largest city, a three-day convention that drew more than 700 city officials from across the state to discuss legislative issues, hear from state leaders, share resources and conduct public service.
The president and vice president will serve in those roles for one year and will represent the organization's more than 450 member cities and towns at conferences and events aimed at giving local governments a voice at the local, state and federal levels.
Greg Cochran is the league's executive director.
“We are thrilled that Mayor Sullivan and I will be representing our organization as president and vice president in 2024-2025,” said League Executive Director Greg Cochran. “Their communities, Dothan and Fairhope, have seen incredible growth and projects in both parts of the state thanks to their impeccable leadership, and we look forward to them bringing their unique skills to our membership as we enter our 90th year of service as the voice of Alabama's municipalities.”
