Good News on Waste Pickup and City Council Meeting from Mayor Goode

Last week, the city spent a lot of time processing snow from a series of three storms. It looks like we may encounter another storm on Wednesday. Please note the update.

The amount of snow and rain may differ from forecasts. The weather can be like that! We receive information directly from the National Weather Service and share it with you. We like to err on the side of caution and allow residents enough warning and time to prepare and stockpile.

The City of Prescott will continue to communicate updates received regarding such events on social media and the news section of its website.

In the meantime, for the great work they have done to maintain our roads during the many storms we have experienced this year, and for the excellent communication they have provided to our residents. I would like to congratulate our Public Works Department.

As always, our executive session will be held tomorrow morning at 10am for consultation and advice from city attorneys. Executive sessions are not open to the public, but a regular Prescott City Council meeting will be held immediately following the executive session if action is taken on issues discussed privately.

At the study meeting at 1:00 pm, we will report the interim budget for FY2023. This workshop will review the 2023 budget and his performance in the first six months of the year.

This discussion provides an overview of the City’s 28 budget departments in 18 different funds. A fund is an accounting entity defined as a self-balancing set of accounts, and a budget department is a functional unit to which the council allocates funds in the budget process.

We will also consider budgeting and issues for FY2024.

Health Forest Initiative Grant Program

The voting meeting may approve acceptance of two grants totaling $476,660 from the Healthy Forests Initiative Grants Program as part of the consent agenda. The City must provide 20-30% of matching funds in the form of in-kind services.

These are excellent opportunities to create defensible spaces around Kiwanis club camps and the Constellation Trail to reduce potential wildfire risk.

It’s always nice to see progress and progress on long-term projects. The Board will consider two of these long-term projects during its voting meeting.

One of the projects is the planning and design of the Granite Dells Gateway Park. The Council will consider contracting Kimley-Horn and Associates to begin this long-awaited project.

The City of Prescott has been acquiring properties at Granite Dells for over 20 years for preservation and human-powered recreation for the enjoyment of its citizens and visitors. With the recent purchase of historic Storm Ranch and the transfer of 474 acres through the annexation of AZ Eco Development, the City of Prescott has secured over 1,600 acres of real estate in the Granite Dells.

It also entered into intergovernmental agreements with Prescott Valley and Yavapai County to acquire an additional 3,000 acres of land to create the Glasford Dells Regional Park.

The Granite Dells Gateway Park will serve as the “west gate” to future Regional Parks and Preserves. We have worked with Kimley-Horn and Associates on many projects and have consistently exceeded expectations.

Kimley-Horn said: The park includes a 3-acre fishing lake with trails, ADA access, ramadas, restrooms, parking, utilities, footbridges, site lighting, and a dock.

Sale and redevelopment of the “Old City Hall”

Another project we are working on is a sale agreement for the sale and redevelopment of the ‘Old City Hall’ at 201 S. Cortez Street. This Sales Agreement establishes escrow and outlines the next steps in submitting a project through a non-refundable deposit, due diligence, and development contract negotiation and approval process. It is actually a complicated development procedure, so it will take time to realize.

On this topic, we are pleased to announce that most of our city government staff and council members have moved their offices to our new City Hall facility on North Montezuma Street. This move is a major step toward completing a full transition to the new facility. We look forward to hosting meetings of the City Council and the Council and Commissions in the new Town Hall on Via Montezuma in the near future.

Prescott City Clerk’s office will also resume notarization services at Montezuma Street City Hall tomorrow, February 28th. Notary services are available by appointment. For more details, please see city homepage of the following link.

Collection of hazardous waste

If you have not called to set up an appointment for hazardous waste collection, you should do so now. The Household Hazardous Waste event, which offers residents an opportunity to safely dispose of unwanted household hazardous waste, begins next week March 6, but requires pre-registration. It is targeted and does not offer services for commercial enterprises.
