This week is Rodeo Week in Prescott. The world’s oldest rodeo and the Prescott Frontier Days Parade are coming up in the next few days. A very busy week is approaching and many people are expected to visit Prescott from near and far.
executive session
During tomorrow’s executive meeting, the council will receive information regarding a potential development agreement for expansion as part of Project Desert Oasis.
It will also explore a lease extension with the Arizona National Bank, the principal tenant of the new City Hall building.
We may postpone the board meeting and, after resuming the regular board meeting, hold a vote to approve such rental amendments.
study group
Tomorrow’s study session begins at 1:00 pm, when we hear about updates to the Route 89 corridor (generally between the Watson Lake roundabout and the Phippen Trail roundabout).
This is a very important and large project, and there will be many discussions and presentations about this in the future, so please be careful.
Tomorrow’s presentation will include information on:
• Waste collection tank
• Waterline upgrades and recalibrations
• Widening project through SR89 ‘Narrowness’
This presentation marks the beginning of the public outreach portion of the project and introduces a virtual conference room that will be a way for the city to gather comments and feedback from the community on the concept plan.
The main focus of the project is the sewerage infrastructure to be built within the SR89 corridor.
This infrastructure is part of the city’s centralized sewage operations outlined in the sewage model.
The project involves installing a new drain main from the yet to be added waste water storage tanks at SR89 and Willow Lake Road to the line already installed at the old entrance to Keekeffer Ranch north of the old SR89 interchange. is included.
A centralized project requires replacement of the entire SR89 pavement surface. Therefore, the question to consider is whether the project should include the extension of SR89 from the Willow Lake Road roundabout to the Phippen Trail roundabout to two lanes in each direction.
The widening will pass through the Granite Dells area. This allows us to address increasingly difficult traffic congestion and safety concerns. One or more regulated intersections are also being considered.
We hope you understand that the changes being considered through Granite Dells will require a great deal of thought and consideration by city officials, the council and affected residents.
We believe that this very important project has implications for water and wastewater infrastructure, as well as transportation and safety through the Granite Dells, and we hope that the public will participate with an open mind. increase.

At the ballot meeting, we hear from Barry Aarons, the state capital’s city lobbyist, about Congress in 2023.
There were some surprises and uncertainties in this year’s Congress as delegates worked with the new governor for the first time in eight years. Barry will provide valuable insight and pointers for the future.
As part of the One Arizona Distribution Agreement for Opioid Settlement Funds, the City of Prescott received $168,112.77 distributed through the Yavapai County Community Health Service (YCCHS).
Due to the extreme impact experienced by the city of Prescott in the past and ongoing opioid crisis, the city council will consider how best to use these funds to support local law enforcement.
We will also consider putting 13 Charter amendments on the ballot in November 2023. Here’s a quick summary of what the “yes” vote means:
- Proposition 461: Update the attendance requirements for Council members to reflect the Board Rules of Order and clarify expectations and definitions.
- Proposition 462: ALLOW Citizen Petitions to Be Heard in 60 Days Instead of 30.
- Proposition 463: Update the duties of city employees who receive nomination petition documents to align with state law.
- Proposition 464: ALLOW A FINANCIAL AUDIT AGREEMENT WITH THE CITY FOR 5 YEARS INSTEAD OF 3 YEARS.
- Proposition 465: Adds City requirements for leases of municipal property with purchase options and establishes evaluation requirements.
- Proposition 466: Designate a one-year term for interim mayors and schedule a meeting for their appointments.
- Prop. 467: Simplify qualifications for candidates to advance to general elections and update wording for general election nominations.
- Proposition 468: Change the residency requirement for mayoral and city council candidates from one to three years and clean up the language in this section.
- Proposition 469: Clarifies wording that city managers should act on the will of the legislature.
- PROPOSITION 470: ADDS REQUIREMENTS ON SALE OF MUNICIPAL PLANTS FOR MORE THAN $4 MILLION.
- PROPOSITION 471: INCREASE COUNCIL SCHOLARSHIPS FROM $500 TO $850 MONTHLY. The mayor’s salary will increase from $750 to $1,250 a month. Subsequent price increases are adjusted based on the annual consumer price index. These pay raise adjustments are limited to the council and mayor only.
- Proposition 472: Change mayoral terms from two to four years.
- Proposition 473: This establishes new appointment procedures for vacancies in the Legislature and Mayor’s Office.
The City Council will also hold public hearings on the proposed annexation of 603.2 acres north of the city limits adjacent to the site of the future Dignity Health and Medical campus.
Finally, the council will review an updated patient transport agreement with Lifeline Ambulance. The council will also hold a final vote on the 2024 budget.
