Arriving police officers contacted the woman, who said she had received a phone call from the victim saying her husband had gone mad.
A representative contacted the victim and was told that Wagner had recently been suffering from hallucinations and had hit her in the shoulder multiple times with a blunt object.
The observed tearing and redness were consistent with the claims.
Wagner was arrested and transferred without incident to the Mojave County Adult Detention Facility.
