Education advocacy groups filed a federal civil rights complaint Thursday against Portland Public Schools (PPS) over a policy that requires students' race and gender identity to be considered in disciplinary decisions.

The policy also requires school districts to assign educators based on race and gender identity.
“Portland Public Schools has enacted several concerning policies that treat students and educators differently based on race and gender identity,” the complaint alleges. “For example, Portland Public Schools disciplines some students and not others based solely on unchanging characteristics.” (Related: Group seeking to promote 'racial balance' in public schools receives support from major left-wing donors)

The policy states that behavior support plans “must consider the impact of issues related to student trauma, race, gender identity/expression, sexual orientation, disability, social-emotional learning, and restorative justice on a student-specific basis.” “It must be done.”
Regarding teacher placement, the new policy states that if a district transfers educators, “the proportion of underrepresented male or female or transgender/nonbinary/gender nonconforming professional educators in the building will be less than 30 percent.” prohibition if the number of staff members decreases, or if the number of faculty transfers decreases. According to PDE's complaint, the percentage of minority teachers in the building is less than the percentage of minority students in the building or less than the percentage of minority professional educators in the district. ”
The policy also requires schools to maintain a “school climate team” responsible for “ongoing training in implicit bias, anti-racism, and culturally sensitive practices.” according to Go to KATU 2 ABC.
PPS and the Department of Education did not respond to requests for comment.
