Coconino County Planning and Zoning Meeting Addresses Equestrian Business Proposal

A recent session of the Planning and Zoning Committee in Coconino County centered around a conditional use permit request for the RC stable, a small equestrian lodging enterprise located on a 12-acre site close to Man’s Park. The application, put forward by Attorney Jordan Greenman on behalf of Ryan and Christie Castellani, seeks permission to board up to 12 horses—this is notably fewer than the 25 horses permitted under current zoning laws.

The Castellanis envision a family-operated business that minimizes its impact on the nearby rural community. Greenman pointed out that the facility is nestled within a low-density area, surrounded by undeveloped land and the Coconino National Forest, thereby maintaining the rural ambiance of the region. The proposed plan includes existing structures, horse riding areas, and pastures, along with responsible water management practices and the preservation of open spaces.

During the meeting, several concerns were brought up regarding potential traffic and noise disruptions, as well as the management of horse trailers on the property. Some committee members underscored the necessity for trailer parking flexibility, given that horse owners often require quick access to their trailers in emergency situations. In light of this, Greenman indicated that he is open to modifying the proposal to permit a limited number of trailers, balancing neighborhood worries with the immediate needs of horse owners.

The committee also highlighted the importance of keeping community engagement in mind, as some local residents voiced their opposition to the project. Greenman asserted that the Castellanis had attempted to communicate with the surrounding residents and had revised their initial request from 16 to 12 horses based on feedback.

As the meeting wrapped up, the committee acknowledged the necessity for ongoing discussions regarding conditional use permits. They aim to maintain the area’s rural traits while accommodating modest equestrian operations. The outcome of this proposal will have implications for the interplay between local zoning regulations and the quality of agricultural use and housing in Coconino County.
