Scranton man sentenced for endangering children found living in filthy conditions

APRIL 5 — SCRANTON — A Scranton man charged with assaulting an 11-month-old girl and causing her and other children to live in filthy conditions was held at Lackawanna County Jail on Wednesday. Sentenced from six months to 23 and a half months.

Lackawanna County Judge Andy Jaabora has ordered 26-year-old Devion Alexander Lueger to serve a three-month sentence on house arrest after he was granted three months. Rugar was also ordered to probation for two years.

Rugar was charged with endangering the welfare of children, aggravated assault, simple assault, and several other charges for assaulting a girl at his South Irving Avenue home on December 5, 2021. was indicted on

Eight days later, he was charged with endangering the welfare of children after police returned to the house and found three children living in dire conditions. Police said two children were sleeping on dirty mattresses on the floor. The house also had a foul odor and a large amount of spoiled food.

Rugar pleaded guilty in January to one felony and one misdemeanor count of endangering the welfare of children. All other charges against him have been dropped.

At Wednesday’s sentencing hearing, Rugar’s attorney, Curt Parkins, said Rugar never intended to harm anyone and took steps to get his life back together.
