Time is running out for public feedback on APLS rule prohibiting transgender books

Public Comment Period on Library Code Changes Ending Soon

The deadline for public comments on a revised proposal in the Alabama Public Library Services Code—which seeks to ban transgender books for minors—is fast approaching.

Members of the public have until 4:30 PM on October 14th to submit their written comments. To do this, you need to ensure your comment includes your full name and address. These can either be mailed or delivered in person to Vanessa Carr, the Executive Director of Alabama Public Library Services, at 6030 Monticello Drive, Montgomery, AL 36117.

This proposed change defines “materials that promote, encourage, or actively portray transgender procedures, gender ideology, or concepts of biological sex involving two or more people” as unsuitable for children and young adults.

During last year’s public comment session held by APLS regarding code modifications, opinions were nearly split between supporters and opponents, resulting in over 6,000 written comments being submitted.

Cleanup Alabama is urging further revisions to the code, advocating for the positive representation of “sexual orientation” for younger audiences. They assert that such content should be entirely prohibited in the youth section of libraries. Additionally, they are requesting a clearer definition of “sexually explicit” to ensure compliance with library standards. The organization has prepared a template letter for individuals who wish to voice their concerns.

In the previous public session, APLS adopted language adjustments to the proposed rules shortly before finalizing them, influenced by Cleanup Alabama’s suggestions.

Groups like Free to Read have criticized the proposed changes, labeling them as “an extreme government overreach” and a breach of constitutional rights for Alabamians. This organization is also currently involved in a lawsuit against the Autauga-Prattville Public Library associated with similar policies, awaiting a ruling on a preliminary injunction.

If you can’t submit your comments by the October 14th deadline or prefer to speak directly to the Board, a hearing is scheduled for 10 AM on October 21st at the APLS office.
