President Donald Trump’s administration is preparing to effectively reduce the Bureau of Marine Atmospheric (NOAA) Research by ending major research offices, according to multiple reports.
The Office of Business and Budget (OMB) has submitted an internal memo outlining major changes to NOAA. Politics, axios and New York TimesWho reviewed the notes? Reports show that NOAA’s climate change research would effectively halt if the administration’s proposal was made through Congress.
“To reach balance, we need to put a new emphasis on federalism and reset the right balance of federal and state responsibility. NOAA is paid more than $3 million for an animated film that supports left-wing ideology and shells out “Planet Earth” over $3 million with “Teek and Tom Explore Planet Earth,” according to the Daily Caller News Foundation Reporting.
The White House, OMB, and NOAA did not respond to DCNF requests for comment and copies of internal memos reviewed by Politico, Axios, and NYT.

According to Politico, NOAA won around $4.5 billion in its 2026 budget, down from about $6.1 billion in its 2025 budget.
The OMB memo, called “passbacks,” reportedly cut NOAA’s business, research and facility budgets from $4.8 billion in 2025 to $3.47 billion in 2016, totaling 38%.
“The department now needs to act to align existing resources and activities with passback orientation,” the memo reads, saying NOAA’s satellite program should reduce “unsustainable costs.”
NOAA research is affiliated with NOAA and other arms from the Department of Commerce. Website.
