18 Of 19 States Harris Won Appear To Share One Major Risk To Election Integrity

Of the 19 states won by Vice President Kamala Harris in the 2024 presidential election, 18 do not require voters to show a photo ID to vote, according to the National Conference of State Legislatures (NCSL).

According to NCSL, 12 of the 19 states won by Harris do not require documentation to vote: California, Oregon, New Mexico, Minnesota, Illinois, Maine, Vermont, Massachusetts, New York, New Jersey, Hawaii and Maryland. .

The conference lists five of the other seven states Harris won as states that require identification but “no photo.” Those states are Colorado, Washington, Delaware, Connecticut, and Virginia.

The conference said the limited ID laws only affect voters in person in Colorado and Washington, where all elections are conducted by mail.

In many states, undocumented voters may sign an affidavit verifying their identity before being allowed to cast a provisional ballot. To cast a provisional ballot, people often had to bring a photo ID with them to return home. But in Delaware, Connecticut and Virginia, voters can sign such an affidavit and cast a regular ballot, according to the conference.

New Hampshire, which Harris also won, has a similar provision that allows undocumented voters to cast regular ballots. However, we have a stronger follow-up process in place to protect against fraud. New Hampshire voters without ID must sign a “Objected Voter Affidavit” before voting.

“After the election, voters will receive a mailing that they must sign and return. If not, the voter will be investigated for possible voter fraud,” the conference said. Rhode Island is the only state won by Harris, where voters without ID cannot cast a regular ballot. The conference said Rhode Island voters without ID can cast a provisional ballot, at which point election officials will match their signatures with those on record.

The only states that don’t require ID to vote are Nevada and Pennsylvania, which Harris lost.

Pennsylvania enacted a strict voter ID law in 2012, but the state Supreme Court struck it down.

In the 2024 election, Nevada voters answered “yes” to the state’s Question 7, which requires them to show a photo ID to vote.
