Megan Spector explains everything you need to know about Prop 412 and the 2023 Special Election.
If Proposition 412 is approved, it will add a 0.75 percent “community resilience fee,” which will cover the additional cost of building underground power infrastructure and help the city’s climate, including new clean energy sources and electric vehicle infrastructure. It will be used to fund efforts towards change planning. And measures against heat.
The new “Community Resilience Fee” will apply to TEP customers’ monthly electricity bills in the city, adding less than $1 per month to their average monthly electricity bill. Franchise fees and city utility fees remain unchanged.

Even if Prop. 412 is defeated in the polls, the current TEP franchise agreement will continue until April 2026.
