It’s unclear what Mr. Biden said because he spoke in a low tone and didn’t speak slurred words, but Mr. Herzog seemed to understand and said “yes.”

Biden invited Israeli Prime Minister Benjamin Netanyahu to visit the United States on Monday amid ongoing tensions between the two leaders.
