The former Las Vegas resident is awaiting trial in Mohave County on charges related to an alleged sexual relationship with a 14-year-old girl after facing similar charges in Nevada last year. Now, new information has come to light regarding the December arrest.
On December 28, police were called to the Food City store in Lake Havasu City after 20-year-old Judge A. Garner entered the store and began exhibiting erratic behavior. Witnesses said Garner appeared to be under the influence of methamphetamine and may have believed people were “following him.”
Earlier in the day, police said the 14-year-old victim was hysterical when she admitted to having sex with Garner. According to the incident report in the case, a person believed to be a family member of the victim threatened to kill Garner for the crime.
First report filed by victim's mother
On Dec. 28 at approximately 5 p.m., the victim's mother reported the alleged sexual relationship to Lake Havasu Police Department investigators.
Police said Garner and his younger brother were adopted by the victim's mother about eight years ago, and Garner may have frequently spent time with the victim and her family. But in December, the victim's mother may have begun to have concerns about Garner's relationship with her daughter.
When questioned by the victim's mother, Garner denied any sexual relationship, according to the statement. However, when she asked her victim, the victim admitted that Garner had consensual sex with her. Police later announced that the sex acts between Garner and her victim took place in up to six separate incidents at multiple locations throughout the city.
The victim's mother reported to the police that her daughter may have run away from home after she admitted to having an affair. The victim was found later that day at a restaurant on Swanson Boulevard.
According to the police report, officers took a statement from Garner's brother. In that statement, Mr. Garner's brother also told police his concerns about Mr. Garner's possible relationship with the victim. Garner's brother previously told police he had seen Garner and the victim “snuggling” on the couch in the apartment, according to the police report.
Arrests continue in Food City incident
Police were called to Havasu's Food City store around 10 p.m. on Dec. 28 after an employee reported Garner ran into the store and called for an ambulance.
Employees said Garner appeared to be under the influence of drugs, the report said. The manager at the scene told police that Garner entered the store, went to a table and sat down. According to police, the manager said Garner told him there were people with guns coming after him. The manager said officers asked Garner to leave the area.
Garner was barefoot and wrapped in a blue blanket when he was found by responding officers. As the officers approached, Garner's eyes darted across the store and his body made small twitches. Garner reportedly backed away from the officer, pointed to a nearby area and said, “Over there.”
Police say they did not observe anything of note in the direction indicated.
When asked his name, Garner reportedly told officers he was “Henry Adams.”
Officers suspected Garner was trying to deceive them after repeated attempts to identify him were unsuccessful, according to a police report.
When questioned by officers, Garner reportedly admitted to using methamphetamine. Garner allowed officers to search his pockets at the scene, but officers reportedly found nothing of interest.
Police eventually identified Garner using a booking photo from a previous arrest in Havasu. Garner was charged at the scene with misdemeanor charges including third-degree criminal trespass and refusing to identify himself to a police officer.
Garner was later charged with six counts of sexual conduct with a minor on Dec. 29 while he was being held at the Lake Havasu City Jail.
Garner pleaded guilty to trespassing in Lake Havasu Justice Court on Jan. 10, records show.
Police filed two additional charges of sexual conduct with a minor against Garner on Jan. 19 in connection with reports of at least one incident that police say occurred in Las Vegas in the past. I did it. Details of the report were not immediately available as of Monday.
Previous charges in Nevada
Lake Havasu police arrested Garner last May on an extradition warrant from Nevada. At the time, Garner was awaiting trial in Las Vegas on five counts of indecency with a child under 14 and sexual assault of a child under 14.
The charges follow accusations of rape and other sexual abuse that Garner allegedly committed against younger members of his family from 2011 to 2017, starting when Garner was 8 years old, according to Las Vegas police records. It emanates from the beginning.
Although those cases were reported in 2021, online records from the Nevada 8th Judicial District Court showed no record of any felony charges initiated against Garner in this case. The case was dismissed by Nevada prosecutors last year, said Mohave County Assistant Prosecutor Amanda Clairhout.
As of this week, Garner is being held in the Mohave County Jail on $20,000 bail.
His next scheduled court appearance will be at a pretrial conference in Mojave Superior Court on February 26th.
