The study's purpose is to help prioritize federally funded programs and grants to build and replace public facilities, infrastructure, affordable housing preservation, housing development, public services, and homelessness prevention.

The 2025-2029 Consolidated Planning and Regional Analysis of Barriers to Fair Housing Choice is being conducted by the Maricopa HOME Consortium, which receives U.S. Department of Housing and Urban Development (HUD) funding to preserve and increase the supply of affordable housing in Maricopa County. Consortium members include Avondale, Chandler, Gilbert, Glendale, Peoria, Scottsdale, Surprise, Tempe and Maricopa Metropolitan Counties.
