CNN political director David Chalian said President Joe Biden's speech in Maryland on Thursday showed why Democrats are elated to replace him with Vice President Kamala Harris as the presumptive nominee for president.

“I think that episode explained why Democrats are so happy that Joe Biden is no longer their nominee. Just look at his performance and his ability to finish his thoughts. I'm not saying he panicked, I'm just saying Democrats are relieved that an 81-year-old man is no longer their standard-bearer for upcoming elections,” Chalian said.
“But I also understand their appreciation for the very popular policies that Democrats have campaigned on for years, like cutting prescription drugs,” he added. “And now he's done it. So they're really grateful and really happy that they don't have to rally around him this election season.”
The speech in Maryland was meant to celebrate the Centers for Medicare and Medicaid Services (CMS) announcing the outcome of negotiations between Medicare and drug manufacturers, The New York Times reported. The Biden administration's Inflation Control Act allows Medicare to negotiate with companies to lower prescription drug costs. According to To the CMS.
The report said Medicare “could have saved an estimated $6 billion” if the negotiated prices had gone into effect in 2023. The new prices are scheduled to go into effect in early 2026.
