A former Arizona county treasurer is being sued by Santa Cruz County for allegedly spending $39 million in county funds on his own “lavish lifestyle,” the county announced.
Elizabeth Gutfer is accused of embezzling at least $39,412,000 over a 10-year period. The investigation, which includes federal and state attorneys general, the Department of Justice and Santa Cruz County, began after the county became aware of 11 transactions reported by JPMorgan Chase for $375,000 each.
“While this is a significant amount of money for our community, we are committed to ensuring that the day-to-day operations of organizations that rely on county funding are not impacted, and we will continue to provide honest updates as the situation evolves,” the county said in a statement. press release.
Earlier this month, the county confirmed that $4.125 million was withdrawn from county coffers during the final months of Gutphard's term, when the actual figure was nearly 10 times that amount. The county currently has a civil lawsuit filed against Gutfall in Pima County Superior Court.
“As an initial action, Santa Cruz County filed a civil lawsuit yesterday in Pima County Superior Court against former Treasurer Elizabeth Gutfer, alleging she embezzled at least $39,412,000, and our goal is to recover as many of the stolen funds as possible,” the county said in a statement. press release.

“In addition, the County is continuing a comprehensive internal investigation with the assistance of experienced outside legal and forensic accounting professionals, including a full forensic financial review of accounts maintained by the County Treasurer,” the statement continued.
The county said it is fully cooperating with a separate investigation by the Department of Justice and the FBI. No criminal charges have yet been filed against Gutfer, according to federal court documents.
