The report said there was a sniper team inside the AGR building, but their focus was on monitoring the rally venue rather than securing the building.
The report found a number of other missteps, particularly a clear lack of interagency communication between the Secret Service and local law enforcement.
“The Secret Service did not provide clear guidance or direction to local law enforcement partners,” said Acting Secretary of the Secret Service Ronald Lowe, according to the report.

The report blames “broken lines of communication” for keeping critical information about the shooter from reaching the appropriate channels.
“Shortly before Mr. Crooks fired, a local law enforcement officer radioed that Mr. Crooks was on the roof with a gun,” the report states. “As of now, there is no evidence that this information reached the former president’s details and that he remained on stage.”
According to the report, there was no dedicated command post uniting the various law enforcement agencies, nor was there a radio link established for the single purpose of communication between the Secret Service and local law enforcement.
“Simply put, the evidence obtained by the Select Committee to date shows that the tragic and shocking events of July 13 were preventable and should never have happened,” the report said. The summary concludes.
