Supervisors in Santa Cruz County reveal potential theft from the county attorney’s office

A Santa Cruz County supervisor has reported another instance of theft, this time connected to the county attorney’s office.

The suspected theft from the anti-attack fund surfaced during a comprehensive review of the county, which began as part of the search for new auditors.

A former supervisor noted that this incident highlights a persistent issue.

The Santa Cruz County Board of Supervisors convened in an executive session to discuss the alleged theft. County Attorney George Silva made a statement regarding the situation:

“On March 7, 2025, Santa Cruz County attorneys identified a potential theft involving an employee within an office forfeiture account,” Silva stated. “We have informed the Attorney General’s Office, and the county is cooperating fully with the investigation.”

Former manager Bruce Baker expressed satisfaction that the county has implemented new measures to address such issues.

“It’s surprising, but as a former county supervisor, I’m glad to see improvements in the process, especially in light of past actions,” Baker remarked.

A recent county news release indicated that a new auditor began a countywide financial review at the end of 2024, with updated risk assessment requirements leading to this discovery.

Just a few months ago, former treasurer Elizabeth Guffer pled guilty to stealing millions from the county.

“This clearly shows that the $38 million theft heightened the auditors’ awareness, prompting them to enhance their oversight,” Baker added.

While there were expectations for more statements from the auditor’s office, both the county attorney and the supervisor refrained from further comments beyond the released information. The board’s statement mentioned that the executive session was also intended to consult outside legal counsel.

“Due to the ongoing investigation, no additional information is available at this time. We will provide updates as necessary,” part of the statement noted.

“This situation is quite fresh. We really need to take a step back and allow the process to unfold until we know who allegedly took the money and the total amount involved,” Baker said.

A spokesperson for the Arizona Attorney General’s Office stated that they cannot comment or confirm any investigations at this stage.
