New Legislation Aimed at Faster Military Procurement and Reducing Deficit
U.S. Representative Mike Rogers (R-Saks) has put forward a law he believes will help lower the deficit and accelerate military weapon purchases.
As the chair of the House Armed Services Committee, Rogers is collaborating with ranking member Adam Smith (D-Wash.) to introduce the Speed Act, which is designed to streamline procurement processes for more efficient execution and delivery.
The proposed legislation seeks to overhaul the Defense Acquisition System (DAS), aiming to cut deficits and enhance the ability to respond quickly and effectively to threats.
“The United States is facing some of the most serious security threats since World War II,” Rogers stated in a video. “Our national security depends on arming our fighter jets without delay, yet our acquisition process is bogged down and too bureaucratic to support our service members in a timely manner.”

Rogers emphasized the necessity of the Speed Act for America’s future security. “This ambitious, bipartisan legislation is designed to reform how the Department of Defense acquires weapons,” he noted. “It promotes a culture of urgency and responsible risk-taking.”
“We must reclaim America’s military advantage. It’s time to implement the Speed Act,” he added.
Rogers also addressed the issue during a House Armed Services Committee meeting. “We are hopeful these speed methods will lead to significant reforms as we tackle rapid technological advancements,” he mentioned. “We can’t continue with outdated practices and expect success moving forward…”

If approved, this Act could serve as a foundation for the 2026 National Defense Authorization Act (NDAA).
