Barry Moore speaks out against surveillance bill before passage by U.S. House



The U.S. House of Representatives passed a bill to renew the Foreign Intelligence Surveillance Act (FISA) just one week before it is set to expire.

of invoiceThe bill, which would have expanded and reformed Section 702 of FISA, passed by a vote of 273 to 147. An amendment to add a warrant requirement for data on Americans placed under foreign surveillance was not approved until the final vote.

Rep. Barry Moore (R-Enterprise) was the only member of Alabama's congressional delegation to vote against the bill.

“This bill is called the 'Foreign Intelligence Surveillance Act,' but it has been used hundreds of thousands of times to violate Americans' Fourth Amendment rights and conduct warrantless spying,” Moore said in a statement. “I refuse to support a bill that would give the intelligence agencies, who have recently spent their resources attacking pro-life grandmothers, concerned parents on school boards, Catholics and Biden's political opponents, unfettered access to spy on Americans.”

Before the final vote, Moore spoke on the House floor to voice his support for an amendment to the bill that would require the FISA court to obtain a warrant.

Rep. Dale Strong, R-Huntsville, said the bill contains enough reforms to earn his vote.

“In 2016, the FBI used information paid for by the Hillary Clinton campaign to secure a FISA warrant authorizing federal spying against the President Trump campaign. This was the biggest political scandal in American history and would not have happened if this law had been in place at the time,” Strong said in a statement. “As President Biden undermines border security and stokes international tensions, the United States faces unprecedented threats. Congress has a responsibility to protect the American people from these threats while ensuring that the tools we provide are not misused by political leaders at the Department of Justice.”

U.S. Rep. Jerry Carl, R-Mobile, argued that the bill would prevent further misconduct by the Department of Justice.

Rep. Gary Palmer (R-Hoover) said FISA is a critical tool to keep America safe.

“FISA is critical to our national security, especially with the border crisis created by President Biden leaving us with no idea who is in the country,” Palmer said. “Today's bill will address abuse while providing the tools we need to defend against attacks.”
