Ex-Arizona county treasurer faces lawsuit for supposedly stealing more than $39 million: ‘Unfair and tragic’

On Friday, officials in Arizona County revealed they are suing a former treasurer over allegations of embezzlement exceeding $39 million.

Elizabeth Guffer is accused in a lawsuit filed by Santa Cruz County of misappropriating $39,412,000. The county aims to recover as much of that money as possible, as mentioned in a press release.

“This is a huge amount for our community, but we’re doing everything we can to minimize the impact on the daily operations of organizations that depend on county funding,” the statement said.

Guffer resigned in April after the county spotted 11 “irregular” transactions totaling $375,000. Back in June, officials acted swiftly to secure all accounts linked to Guffer and alerted the necessary authorities.

Investigations involving the FBI, the Department of Justice, and local agencies are currently ongoing, according to the county.

“We are conducting a thorough internal review with help from legal experts and forensic accountants, including a complete financial investigation of the treasurer’s accounts,” the county noted.

In a June press release, county supervisors met with private firms to reassess financial policies and enhance accountability in the office. Afterward, changes were made to safeguard the funds involved.

“The Board of Supervisors is dedicated to securing the county’s financial future, uncovering any potential fraud, and addressing it appropriately,” the June release highlighted.

Innis Villa, a local resident, expressed that this situation is disheartening for the community, stating, “She knew that this money was intended to help us, the residents, so it feels unfair and sad on her part.”

Roberto Esparza, another community member, argued that Guffer should face prison time, saying, “We paid her salary, and she abused the trust that people place in politicians around here. I believe they get too many chances.”
