EXCLUSIVE: GOP Launches Investigation Into Taxpayer-Funded Group Allegedly Caught Teaching How To Avoid ICE

Congressional GOP leaders are asking nonprofits to explain how they used taxpayer money after showing that the undercover video instructs employees how to avoid immigration and customs enforcement (ICE) arrests.

The Chinese American Planning Council (CPC), a giant’s nonprofit based in New York City, has to hand over documents and communications related to the immigration seminar and explain how about $1 million in taxpayer funds have been used over the past few years. The demand is unacceptable as the Trump administration made it clear that it would not explicitly interfere with the ice manipulation. “The Homeland Security Committee (Committee) is investigating the potential use of federal funds by non-governmental organizations (NGOs) to promote illegal immigration,” the House Homeland Security Committee letter began. “The committee is deeply concerned that CPCs and other NGOs receiving taxpayer dollars may be advising or training illegal aliens on strategies to avoid cooperation with immigration officers.”

The letter was written by Tennessee Rep. Mark Green, chair of the House Homeland Security Committee, and Rep. Josh Bretzin, chair of the House Oversight, Investigation and Accountability Subcommittee. This request was specifically directed to Wayne Ho, president of CPC.

In the undercover video, CPC’s top policy and public relations officer Carlin Cowen was filmed during the seminar, explaining how to avoid immigration officers. Founded in 1965, CPC helps promote the benefits of Chinese Americans, immigrants and low-income communities in New York City. According to That website. The group is self-claimed as the country’s largest Asian American social services organization, offering over 50 “quality” programs on numerous sites in Manhattan, Brooklyn and Queens.

According to the House Homeland Security Committee, approximately 55% of CPC’s total revenue comes from federal and state government grants. The group has been awarded more than $1.4 million in direct federal grants from the Department of Health and Human Services since 2022, and may have received more federal funds through New York State.

“It’s bad enough for the left and right groups to help people break our law enforcement uncertainty, but if even 100 taxpayer dollars were funded, that’s a terrible tragedy,” Greene and Bretzin said in a joint statement to the DCNF. “Taxpayers have had to make bills for a long time due to the historic border crisis.

“The House Committee on Homeland Security will investigate this activity and will seek accountability if this report turns out to be true,” the lawmaker continued.

The surveillance of the CPC comes as the Trump administration took a strong stance against the sanctuary city government and taxpayer-funded NGOs accused of promoting illegal immigration.

Border Emperor Tom Homan previously told the DCNF he would not hesitate to introduce anyone who knowingly conceals illegal immigrants from ice officers due to the lawsuit. Shortly after taking office, Attorney General Pam Bondy ordered the Department of Justice (DOJ) to withdraw funding from sanctuary cities and asked for an investigation into funding for groups providing assistance to illegal immigrants.

The CPC is required to hand over all materials related to the Immigration Seminar from November 2024 to date. All documents regarding federal grants are subsequent spending from January 2021 to the present, a list of all political appointees from the Biden administration involved in the discussions on CPC federal funding, and many other documents.

Nonprofit groups must hand over the requested materials by 5pm on April 30th
