Republican Utah Sen. Mike Lee and Virginia Republican Sen. Ben Klein will reintroduce the law on Monday to prevent government workers from working in union-related jobs during the clock.
Union time in Lee and Cline taxpayers’ Dime Act ends the practice of “official time.” This ends the time given to federal government employees to perform union duties during their working hours and use government office space. This practice cost More than $100 million taxpayers annually exceed $100 million, according to data from the White House Department of Human Resources (OPM). “American taxpayers should not be liable to pay federal employees to engage in federal activities.” Factsheet Lee’s office sent DCNF.
The reintroduction of the bill comes as President Donald Trump is trying to end collective bargaining for the majority of government officials.
Trump signature The March 27 executive order ends union representatives of federal employees with national security-related duties, including the Department of Defense, Homeland Security, the Department of State and the Department of Energy. The move ends collective bargaining rights for more than one million federal workers. According to To the American Government Employee Federation.
“President Trump supports a constructive partnership with the unions working with him. He does not tolerate mass obstruction that endangers his ability to manage agencies on critical national security missions,” the White House fact sheet for the executive order said.

In March, OPM tracked the time and money federal employees spend in union-related activities in February after four years off during former President Joe Biden’s term.
Office Found Federal employees spent 2.6 million hours in 2019 on official hours that cost at least $135 million in US taxpayers.
“U.S. taxpayers don’t need to fund union organizations, and federal employees should work full-time for Americans when they’re on the watch,” Lee told DCNF in a statement.
“The end of the ‘official hour’ is a common sense step to increasing accountability across the federal workforce by taxpayer dollars being used responsibly,” Klein told DCNF. “Public funding should serve Americans, not private unions.”
Lee and former Republican North Carolina Rep. Dan Bishop, the current deputy director of the Office of Management and Budget, introduced the law at the 118th Congress in July 2024. The bill did not advance to vote on the House or Senate floors.
Republican Iowa Sen. Joni Ernst and Pennsylvania Republican Rep. Scott Perry issued similar laws in March, forcing government unions to refund taxpayers for use of federal employees’ official hours, the DCNF reported.
