Governor Ivey concludes legislative session, looks back on achieved State of the State objectives

On Tuesday, Governor Kay Ivey announced the conclusion of the legislative session, stating, “The last bill on my desk today has been signed and the 2025 Alabama Legislature regular session is officially wrapped!”

Earlier this year, during her address on February 4th, she outlined key priorities for the session, which included public safety, education, veterans’ affairs, family values, and enhanced governance. The new legislation reflects achievements in nearly all these areas.

Public Safety as a Main Focus

Ivey introduced a comprehensive package prioritizing public safety for 2025, featuring various criminal justice and law enforcement reforms. Notable measures include:

  • A statewide ban on Glock Switches (devices that convert pistols to automatic weapons), which is designated as a Class C felony under state law.
  • Enhanced Police Recruitment Incentives through the Blue Legal Protections Act.
  • Reforms under the “Second Chance” bill that provide non-violent offenders with opportunities to appeal habitual offender status.

Education and Student Environment Reform

In line with her national agenda to create a supportive school climate, Ivey backed several legislative initiatives:

  • A ban on or restriction of mobile phones during school hours at all public K-12 institutions, mandating that devices be turned off and stored, enacted following Senate approval.
  • The Focus Act, which aims to improve the educational environment, reflecting earlier advocacy for effective learning tools.

Strengthening Veteran Services

In her February remarks, Ivey underscored the necessity for enhanced veteran support, a sentiment echoed by Army veteran Jae Barclay. In response, lawmakers enacted reforms to improve how Alabama caters to veterans and their families, converting rhetoric into actionable law.

Family Values and Social Priorities

  • The “What is a Woman?” Act: This legislation established a biological definition of gender and was one of the first signed by Ivey, showcasing her commitment to reinforcing family values in Alabama.
  • Paid Parental Leave: The Milestone Bill now provides paid parental leave for teachers and state employees, aligning with previously stated objectives.

A Wide Range of Measures: Tax Credits, Immigration, Coastal Protection

  • Ivey advocated for tax relief, underscoring fiscal responsibility while managing governmental functions and budgeting for public education.
  • Congress also approved measures for strengthening immigration enforcement and enhancing election security, resonating with themes from her national address.
  • The Coastal Safety Bill provides staffing with expanded authority in Baldwin and Mobile counties to safeguard Gulf visitors, prioritizing local safety and tourism efforts.
