Logan County Commissioners sign on for $1M community block grant – Sterling Journal-Advocate

Logan County has reenrolled as a member of the Northeast Colorado Revolving Loan Fund to help create and maintain jobs in six county areas.

NCRLF executive director Valerie Hibbert presented her allegations to the county commission during a county commission workshop meeting on Tuesday. Hibbert said the fund has supported 141 businesses and created or maintained 784 jobs in Logan County alone since 1988. Of the $31 million loan from NCRLF, $11 million went to businesses in Logan County.

Hibbert said she is applying to the federal government for a $1 million community development block grant. Yuma County will act as the grant’s accounting agent, ie, handle the accounting operations.

Commissioners asked several questions about the paperwork needed for Logan County to participate. One of the documents required to qualify is a resolution prohibiting the excessive use of force by local law enforcement. Chairman Jerry Sonnenberg said he didn’t understand what it had to do with community development. Hibbert explained that this is mandated by the Armstrong/Walker “excessive power” amendment to the Federal Housing and Community Development Act of 1974.

During the business meeting, the commissioners unanimously resolved to approve and sign all five required documents and an intergovernmental agreement to participate in the grant application.

Other counties involved in NCRLF are Morgan, Phillips, Sedgwick, Washington and Yuma counties.
