Maricopa County man sentenced in animal cruelty case for death of husky puppy

A Maricopa County man was sentenced to one year in prison for extreme abuse that caused the death of a husky puppy in June 2023.

County Attorney Rachel Mitchell said this was a significant sentence given what she called the graphic and violent nature of the crime.

“Studies show that animal abuse can lead to abuse of humans. As you know, I have served as a prosecutor in child crimes and as a prosecutor in domestic violence cases many times. And You've probably seen animals being abused to control victims,'' Mitchell said.

First-time offender Lester Paul Richmond, 36, pleaded guilty earlier this year.

“This is a permanent felony on his record. He is serving a year in prison. And the time he spent was not credited. So it definitely has an impact on his life.” said Mitchell.

Last year, there was a 21% increase in animal abuse incidents reported to the Humane Society. Mr Mitchell said it was important for people to keep an eye out.

“Call the appropriate authorities, call the humane society, call the police and ask them to do something,” Mitchell said. “If they investigate it and for some reason decide this case doesn't exist, at least you did the right thing.”

Mitchell said her office is exploring legal gaps and ways to more effectively prevent animal abuse. As part of her sentence, Richmond will be banned from owning animals and must take a rehabilitation course to prevent animal cruelty.
