But Penzone has spoken out publicly several times this year, as reports of overdoses and deaths in county jails have increased, and footage of inmates being hauled out of prison in Gurnee has made the news.
Earlier this month, news broke that seven women incarcerated at Estrella Prison in Phoenix had been hospitalized after overdosing. In January, Penzone announced that one of his own had been arrested for trying to smuggle fentanyl and methamphetamine pills into a prison.
