Maricopa County Sheriff Russ Skinner takes public questions

Maricopa County Sheriff Russ Skinner was recently selected to replace former Sheriff Paul Penzone, who resigned.

PHOENIX — There's a new sheriff in town, and he addressed the nation for the first time Tuesday.

Maricopa County Sheriff Russ Skinner was recently appointed to the position following the resignation of Paul Penzone. He will serve out the remaining 10 months of Penzone's term until the next election.

Skinner said at a news conference Tuesday that he does have plans to seek re-election and will run as a Democrat.

“This is not a political position in my eyes,” he said. “I am a qualified law enforcement professional and I am here to help move this department forward.”

A registered Republican for 36 years, he became a Democrat in October, the day after Paul Penzone announced he was leaving the party.

The board had to appoint a Democrat to replace Penzone. Skinner said he registered as a Democrat because he wanted to serve as sheriff after Penzone left and ensure a smooth transition of power. He said he is essentially apolitical.

Skinner, the son of a Maricopa County Sheriff's Office employee, began his career as a sheriff's deputy more than 30 years ago. He rose through the ranks until he was sworn in as sheriff in early February.

Skinner served as a sergeant and lieutenant during Joe Arpaio's controversial era.

In the decade since Arpaio was convicted of racial profiling and selective enforcement, the MCSO has been ordered to implement various reforms. Although the office is not yet fully compliant, Skinner said “Phase 2” of the plan to achieve compliance is about 90% complete.

“We are committed to ensuring that we continue to move forward with the requirements of the court order,” Skinner said, adding that he is committed to maintaining open communication with the court oversight committee and advisory committee.

He emphasized that he would like to expand the existing healthcare and mental health response programs within the ministry, as well as promote the strengthening of educational programs in schools.
