As one of the state's largest employers, Maricopa County is adding dynamic leadership to its executive team.
Blanca Caballero has been promoted from director of Environmental Services to deputy county manager overseeing administrative and community services. Caballero began her career with Environmental Services in 2008, where she worked until 2013. After working for the Arizona Department of Health Services, she returned to Maricopa County in 2018 and served in a variety of external-facing roles, including ombudsman and public health liaison during the COVID-19 pandemic. In her new role, Caballero will oversee six county departments.
Meanwhile, Zach Sira has been promoted from Executive Director to Deputy County Manager, overseeing elections and external relations. Sira will join the executive team in summer 2023 and has since assumed more responsibilities with the creation of a new Information Governance department and the addition of the Citizens Public Funds Safety Committee. Sira is the former Chief of Staff to 3rd District Supervisor Bill Gates and was recently named one of the region's most impressive young leaders as one of the Phoenix Business Journal's “40 Under 40.”

They both started in entry-level positions – Blanca in Food Safety and Zach in Supervisor Gates' office handling constituent calls. We are fortunate to develop and collaborate with two thoughtful, energetic and community-focused leaders.”
Caballero and Sira succeed Darcy Kober and Marcy Flanagan as deputy county administrators. Longtime public servant and current deputy county administrator Valerie Beckett will retire July 1 after 30 years of dedicated service.
