Neighbors told FOX 29 they were sitting on their porch with their two young children when they heard gunshots.

According to FOX29, the shooting happened just a block from where local police vehicles were patrolling, but West Philadelphia barber Kevin Richmond raised questions.
“Why are there police here? There are police here. (Original text) “How can a guy pull out an AK and kill somebody on the spot?” Richmond asked. “I don't understand that.”
Philadelphia Police are reviewing surveillance footage, and the department's Shooting Incident Investigation Group is leading the investigation.
