That claim is false. Both original video interview and transcript Harris indicated she was referring to Trump’s comments, not Biden.
Harris’ comments were not about Biden, but she did mention him during the interview.
“You’ve told numerous interviewers that Joe Biden was working on his game by circling his staff. You were the first to notice that President Biden’s mental capacity seemed to be declining. When?” Baier asked Harris, according to the same video and recording.
